On May 5, 2022, a collision occurred between a 2019 City of Victoria ambulance and a Chevy Traverse at the intersection of Spring Creek Road and Main Street.
The impact caused the ambulance to plunge into a pond at Spring Creek.
Frank and Betty Roeder were swiftly transported to local hospitals, with Frank suffering from severe head injuries.
Both were later transferred to San Antonio for further treatment. Unfortunately, Frank Roeder passed away on May 13, 2022.
The Department of Public Safety (DPS) conducted an investigation into the accident and released a revised report placing blame on the ambulance driver for speeding and executing a flawed maneuver.
The DPS suggested criminal charges, including criminally negligent homicide and aggravated assault, against the 28-year-old driver. However, a Victoria County grand jury decided not to indict last June.
The lawsuit alleged that the ambulance was speeding and was not responding to an emergency call at the time of the crash.
The City of Victoria has settled the lawsuit, with the settlement capped at $500,000, as per legal limits for civil claims against municipalities.
Frank and Betty Roeder were en route to a country club event on that fateful Friday afternoon. Betty sustained significant injuries and is now residing in an independent living facility in another city.
Three firefighters who were aboard the ambulance managed to escape before the vehicle submerged.
The ambulance, valued at $300,000, along with its equipment, estimated between $100,000 and $150,000, was lost in the crash, according to the fire chief at the time.
Among the three paramedics in the ambulance, one had joined the fire department only a week before the incident, while the other two had been with the city for several years.
As part of the settlement agreement, the city has not admitted any fault.
