During a preliminary hearing on Wednesday morning, Lycoming County District Attorney Tom Marino identified the alleged shooter, Ja’hsir Legare, and his associates.

Marino detailed that Legare fired four shots at Ahmeen Palmer, who was standing next to two vehicles in the parking lot of TGI Friday’s on the Golden Strip in Loyalsock.

Two of the bullets hit Palmer in the legs, and as Palmer lay on the ground, Legare fired one additional shot into the back of his head. The remaining bullets struck parked cars.

 

The Commonwealth has proposed adding more charges to Johniece Legare’s case, including first-degree murder. Johniece is the mother of Ja’hsir and Ja’Bree Starks. The victim had reportedly slapped Starks two weeks before the shooting.

Ten charges were approved for trial on Wednesday, but details remain confidential, according to Marino.

 

Marino also named Kareem Jefferson, Ibn Hunter, Kashiem Richardson, Shawntacz Andrews, and Lateaf Henderson as individuals connected to either Ja’hsir Legare, Johniece Legare, or Ja’Bree Starks, the younger sibling of the accused shooter.

Marino stated that Hunter brought the firearm to TGI Friday’s and met Legare and his mother at their vehicle prior to the shooting.

 

In the afternoon session of the preliminary hearing, charges against Ibn Hunter, who was accused of aiding in the shooting at TGI Friday’s in March, were dismissed.

No evidence was presented linking Hunter to the crime. Hunter had been detained since March, charged with accessory to first-degree murder, but had remained in custody due to the sealed affidavit.

Magistrate Judge Gary Whiteman dismissed all charges against Hunter on Wednesday.

Hunter’s defense attorney, Kyle Rude, expressed satisfaction with the decision, criticizing the sealed case for delaying justice. Rude argued that the process should be transparent, asserting that Hunter could have been released months ago if the case had not been sealed.

Marino indicated that no additional charges would be filed despite naming several individuals as associates of the shooter earlier. Ja’bree Starks, the shooter’s brother, is currently in juvenile custody and has not been charged with murder.

Marino also noted that Ja’hsir Legare is still at large, with no murder weapon found. Johniece Legare’s charges have been sent to trial following a preliminary hearing, and she remains in custody without bail.

All charges against Hunter have been dropped. Rude had requested dismissal of charges including aggravated assault, homicide accomplice liability, recklessly endangering another person, and weapon possession during his closing arguments.

Marino stated that the case affidavit would remain sealed until August 5.
