The tragic incident unfolded when a flatbed truck hydroplaned and overturned onto a car.
The crash, which took place around 12:30 p.m. on July 18, led to the closure of all westbound lanes on Loop 1604 and significantly impacted the eastbound lanes near Judson Road on the North side.
In the aftermath of the collision, Garcia lost his life, while a passenger from the vehicle was rescued and rushed to the hospital in critical condition.
