On Wednesday afternoon, the Maryland Attorney General’s Office released body-worn camera footage from Montgomery County police officers involved in a fatal shooting that occurred inside a Silver Spring apartment.
The footage, made public by the Independent Investigations Division (IID) on YouTube, contains graphic content, so viewer discretion is advised.
The incident, which took place just before 11:45 p.m. on May 29, occurred at an apartment located in the 3300 block of Hampton Point Drive in the Fairland neighborhood. The victim has been identified as 28-year-old Bishop Jones-Daniel.
According to police reports, officers responded to the scene after being alerted. They encountered the suspect’s brother outside in the parking lot.
The body-worn footage reveals officers interacting with this individual, who mentioned that he had escaped through a window and that his mother was still inside the apartment with Jones-Daniel.
The footage includes significant portions where an officer is seen conversing with the mother over the phone. She is heard pleading for Jones-Daniel to comply with police demands, while repeatedly stating that he was preventing her from leaving.
Desperate pleas can be heard from the mother, who, through tears, implores Jones-Daniel to surrender and comply with the police. Despite ongoing negotiations, which led to a declaration of a hostage situation and a request for SWAT intervention, the standoff persisted for several hours. SWAT teams entered the apartment shortly after 2 a.m.
The body-worn cameras from two officers recorded the moments leading up to and including the shooting. Following the incident, Jones-Daniel was transported to a local hospital where he was pronounced dead.
Officer Edward Cochran, a 14-year veteran, has been identified as the officer who discharged his weapon.
