**Fatal Davenport shooting death of Mason Payne – Obituary
Mason Payne, a 23-year-old resident of Moline, was fatally shot early Saturday morning in downtown Davenport. James Russell Joslin Jr., an 18-year-old from Silvis, has been arrested in connection with the shooting. Joslin is currently detained in the Rock Island County Jail on an out-of-state warrant, with a bond set at $10,000, cash only. He faces charges of being an accessory after the fact and obstructing justice.
The incident occurred at 12:24 a.m. on August 24, when Davenport police responded to reports of gunfire in the parking lot on the 100 block of West River Drive. They discovered Payne with gunshot wounds; he later succumbed to his injuries.
Earlier in the week, 19-year-old Johnathan Joel Terrones from East Moline was apprehended on suspicion of murder. He has waived extradition and appeared in Scott County District Court, facing a first-degree murder charge. Terrones remains in the Scott County Jail with a cash-only bond of $250,000. A preliminary hearing for Terrones is scheduled for September 6 in district court. The murder charge under Iowa law is a Class A felony, carrying a mandatory life sentence without parole.
Joslin is scheduled to appear in Rock Island County Circuit Court regarding his warrant, where he may choose to waive extradition.
