Fatal St. Paul shooting death of Carrie Shobe Kwok – Obituary

Authorities have identified the 66-year-old St. Paul woman, Carrie Shobe Kwok, who was killed in a shooting while she was working on an art project in the Lowertown area on Wednesday. The incident remains under investigation, but officials have indicated that the gunman targeted Kwok at random.

St. Paul police responded to a report of a shooting on the 200 block of Kellogg Boulevard East, where they found a woman with gunshot wounds. She was declared dead at the scene. The suspect had fled, but police tracked his vehicle to an address in Belle Plaine.

The following morning, authorities reported that the suspect left the residence carrying a gun. During the encounter with police, two officers fired at the man, who was then airlifted to Hennepin County Medical Center, where he later died from his injuries. The Minnesota Bureau of Criminal Apprehension is currently investigating the use of force incident. The suspect’s identity has not been released.

Lowertown Lofts Art Cooperative, where Kwok was a member, shared on Facebook that she had been working on a mural in the alley at the time of the fatal shooting. The morning after the tragedy, flowers were placed at the site of the mural, which had been cordoned off with caution tape.

St. Paul Mayor Melvin Carter expressed his grief, describing Kwok as someone who had hoped to make the community more beautiful and peaceful. “All she was trying to do is give us an even more beautiful and enjoyable and peaceful community,” he said.

Neighbors in Lowertown expressed concerns about the safety of the area, with some residents lamenting that incidents like this only make them feel less secure. One resident, Lynn Murphy, said she had been assaulted three times the previous year. Those who knew Kwok remembered her as a bright and caring person who worked to make life better for others.
