Fatal San Francisco truck death of Jose Chow – Obituary.

Following the tragic death of 70-year-old Jose Chow, who was struck by a truck while crossing at the intersection of Parnassus Avenue and Stanyan Street on Tuesday, October 22, local residents have been organizing protests and calling for action from city officials.

 

Transit chief Jeffrey Tumlin has stated that safety upgrades in that area are unlikely, asserting that the circumstances of Chow’s death were nearly unavoidable due to the specific characteristics of the location. Tumlin, who leads the San Francisco Municipal Transportation Agency, highlighted that this section is a vital access route for UCSF’s emergency room and Spinal Trauma Center.

 

He explained, “Since this is a primary route for fire and ambulance services, we can hardly implement speed humps, as they may exacerbate spinal injuries for patients in transit.” He also noted that emergency vehicles would have to slow to nearly a halt to navigate around such speed bumps.

 

Preliminary police reports indicate that speeding was not a factor in Chow’s accident when a dump truck made a right turn from Stanyan Street onto Parnassus. At the time, the traffic light was green, and the pedestrian signal indicated not to cross, according to the information reviewed by Tumlin.

 

Even if speeding were an issue, Tumlin pointed out that the streets involved are not listed on the city’s High Injury Network, implying that accidents are infrequent there, and thus the installation of speed cameras is prohibited under state law.

 

“There are essentially no available options because it serves as an emergency route,” he remarked. Tumlin mentioned that he had discussions with UCSF leadership about exploring additional safety measures but warned that implementing such changes would require significant time.

 

Hope Giron, a 23-year-old resident who has lived near the intersection for ten years, expressed agreement with Tumlin’s assessment that speed humps are likely not the solution. Instead, she suggested that the city should install flashing lights at the intersection similar to those near schools. “If we had one of those here, it would be ideal,” she said. “Drivers need to be more cautious, and pedestrians must also stay alert.”
