Thongkhan Phanthavong, 45, from Fresno, died in a fatal Fresno County car crash.

The individual who was involved in the accident and remained at the scene was identified as a 20-year-old man from Clovis.
According to the accident report, the driver, operating a Toyota Tundra, was heading eastbound on Shields Avenue.
At the time of the incident, Thongkhan Phanthavong was crossing the road from north to south, which led to the collision occurring at 9:45 p.m. on June 23.
Law enforcement officials have confirmed that the driver was not impaired at the time of the accident and provided full cooperation with officers.
However, authorities have noted that Thongkhan Phanthavong might have been under the influence, as this could have played a role in the events leading up to the crash.
Currently, the incident is under investigation by the California Highway Patrol (CHP).
