Charlotte-Mecklenburg law enforcement confirmed that charges have been filed against a woman following the death of a cyclist in the northeast section of Charlotte.

Sunday morning, approximately 2:20 a.m. on September 28th, police personnel were dispatched to a collision site located in the 1600 block of E. W.T. Harris Boulevard. Upon arrival, responders encountered a damaged bicycle beside the roadway and discovered an individual in a state of unresponsiveness nearby.

An ongoing probe by the Highway Patrol concerns a hit-and-run fatality in Chesterfield County. According to authorities, the 59-year-old Paul Joseph Rucker was pronounced deceased at the scene. Neither the driver nor the passenger inside the vehicle suffered injuries and remained present at the location. The vehicle, identified as a Ford Focus, sustained damage to its front section.

Investigators suggest that Rucker was operating his bicycle in the roadway when he was struck from behind. The 44-year-old driver, identified as Kesha Jackson, does not appear to have been under the influence of alcohol or traveling at an excessive speed at the time of the incident. Jackson has been formally charged with driving while her license is revoked, failure to maintain proper vehicle registration, and the absence of required liability insurance.

Pending examination are Rucker’s toxicology results. Police officials have informed Rucker’s family regarding the tragic circumstances surrounding his death.
