The incident occurred when Mann ran onto a nearby highway, according to authorities. They have not yet located the driver of the vehicle that hit her. The suspect’s car, a 2010 or 2016 Cadillac SRX, has noticeable damage to its lower passenger front bumper. Portland police did not identify the color of the suspect’s vehicle. They are asking anyone with information about the crash or the suspect car to contact them.
