Authorities have identified Allen Rush as the man who was fatally shot by a Jacksonville police officer during a traffic stop in the Oceanway area on Monday evening.

According to the Jacksonville Sheriff’s Office, officers were conducting an investigation connected to a suspect accused of vehicle theft and multiple business break-ins. Police said they were searching for a man named William Lowe and had established surveillance at a residence in the 300 block of Ponce Boulevard, believing he was inside.

After roughly an hour of monitoring the location, officers reported that Lowe exited the home around 6:30 p.m. and entered the passenger side of a vehicle. Police then conducted a traffic stop. Lowe identified himself and was taken into custody without incident, officials said during a Monday night news briefing.

As Lowe was being arrested, a second officer moved to detain the driver of the vehicle. While police did not initially release the driver’s identity, relatives and acquaintances later confirmed to local media that the driver was Allen Rush.

Jacksonville Sheriff’s Office Chief Alan Parker stated that during the attempt to remove Rush from the vehicle, a physical struggle began. The confrontation escalated, and both the officer and Rush reportedly ended up on the ground. During the altercation, police said Rush produced a handgun, prompting the officer to fire his weapon, striking Rush in the head.

The officer involved in the shooting was identified as Zachary Jennings, an eight-year veteran of the Jacksonville Sheriff’s Office.

Officials noted that Rush’s death marks the 17th fatal shooting involving a Jacksonville police officer this year. The incident remains under investigation.
