Keith Porter, 43, was fatally shot on New Year’s Eve in Northridge during an encounter with an off-duty Immigration and Customs Enforcement agent, prompting calls from his family and community for a full investigation.

According to the Department of Homeland Security, the off-duty agent reported hearing gunfire outside his apartment that appeared to be moving closer. Authorities said the agent retrieved his ICE-issued firearm and left his apartment to investigate the situation.

Porter’s family stated that he had been firing shots outside as part of New Year’s Eve celebrations. Loved ones questioned why the agent chose to leave a place of safety rather than remain inside and notify authorities.

DHS said the agent identified himself, at which point Porter allegedly aimed a rifle in his direction. Officials claim the agent ordered Porter to drop the weapon, and when he did not comply, the agent fired his weapon. The agency further stated that Porter fired multiple rounds before he was killed. The off-duty agent was not injured.

On Monday, Porter’s relatives and community members gathered at a press conference demanding transparency and accountability. His mother, Franceola Armstrong, described her son as a devoted father of two who was caring, hardworking, and deeply valued by those around him.

Family members say they are seeking answers and want to ensure all circumstances surrounding Porter’s death are thoroughly examined as the investigation continues.
