The Maryland Office of the Attorney General’s Independent Investigations Division (IID) confirmed that Sergeant Carlos Arias, a 15-year veteran, and Officer Edwin Ruiz, a 3-year veteran of the Baltimore City Police Department, were the officers involved. Both are assigned to the Operations Bureau. The IID continues to investigate the circumstances surrounding the shooting.
