Fatal Sparrows Point hit-and-run death of Todd Hines, Jr. – Obituary
A 19-year-old man, Todd Hines, Jr., tragically lost his life in a hit-and-run accident in Sparrows Point on Tuesday, January 27, 2026. Police responded to the scene on North Point Boulevard around 7:30 a.m. and found Hines had been struck by a 2006 Ford F-250, which then fled the scene southbound.
Baltimore County officers quickly located and stopped the vehicle shortly after the crash. Upon further investigation, they identified the driver, 40-year-old Angel Quizhpi Tenezaca, who was subsequently arrested and charged with several offenses, including failure to remain at the scene of an accident.
This fatality brings the total number of traffic-related deaths in Maryland in 2026 to 16, according to the Maryland Department of Transportation. While crash fatalities decreased by nearly 12% last year in Baltimore County, pedestrian-involved incidents had a significant reduction of 48%. However, the county has already seen three fatal crashes this year, with two involving pedestrians.
In 2025, 65 fatal crashes were reported in Baltimore County, 15 of which involved pedestrians. The previous year, 74 crash fatalities were recorded, including 29 pedestrian deaths.
