Chloe Bishop, 17, was killed in a traffic collision on January 30 in the Green Bay area after another vehicle ran a red light and struck the car she was riding in. The crash occurred near the intersection of Lombardi Avenue and Holmgren Way, according to witness accounts and charging documents.

Chloe was a passenger in a vehicle driven by her father, Daniel Bishop, who was critically injured in the crash and hospitalized. The driver of the truck involved, 69-year-old Douglas Proehl of Luxemburg, was charged with felony homicide by intoxicated use of a vehicle and operating while intoxicated causing injury. Court records show the driver had a prior OWI conviction and another OWI case pending at the time of the crash.

Following Chloe’s death, an outpouring of grief and support spread across the Green Bay community. She was remembered by family, friends, and mentors as a gentle, creative, and compassionate soul with a deep love for art. Her obituary described her as a uniquely talented young woman who saw beauty and possibility in everything around her.

Chloe was closely involved with Urban Cultural Arts, where she spent time creating drawings, animations, and mixed-media art projects. Those who worked with her said she had an uncommon sensitivity and imagination, often turning everyday moments into sources of inspiration.

A memorial was created near the crash site, and a GoFundMe was established to assist the Bishop family with funeral expenses and medical costs related to Daniel Bishop’s recovery. Chloe’s funeral service was scheduled for February 7 at Proko-Wall Funeral Home in Green Bay, with visitation held prior to the service.

The crash remains a painful reminder to the community of the lasting impact of impaired driving, as loved ones continue to honor Chloe Bishop’s life and legacy.
