James Douglas McMillan, 33, of Wisconsin, was killed Wednesday following a confrontation with law enforcement near El Paso, Texas. The incident unfolded after McMillan attempted to flee the Sierra Blanca Border Patrol checkpoint and exchanged gunfire with officers.
Authorities report that McMillan’s vehicle, flagged by a K-9 unit for drugs, failed to stop when officers requested a search. He then led police on a high-speed chase along Interstate 10, firing from his car at law enforcement and other vehicles. Officers returned fire, and a tactical maneuver caused McMillan’s vehicle to crash roughly 70 miles from the checkpoint.
Law enforcement confirmed McMillan was fatally shot during the encounter. No other injuries were reported. Multiple agencies, including the Texas State Troopers, Border Patrol, and the Culberson County Sheriff’s Office, participated in the pursuit, but it remains unclear which agency fired the lethal shot.
Preliminary investigations indicate McMillan’s car had been reported stolen in Arizona. Texas Rangers, with support from the FBI and Border Patrol, are leading the investigation.
Eyewitnesses described the chaos, noting the use of flash grenades and multiple gunshots. Videos show McMillan’s car eventually stalled in a ditch with doors open after the shootout.
Authorities say the area is now secure, but drivers are asked to avoid I-10 near Kent while the scene is processed. The checkpoint involved features a new semi-autonomous barrier system designed to stop vehicles attempting to flee, though its role in this incident is not yet confirmed.
The Sierra Blanca checkpoint, noted as the second busiest in the United States, handles thousands of vehicles daily. The investigation into the fatal incident is ongoing.
