Fatal Phelan hit-and-run death of Cynthia Moss – Obituary
A tragic hit-and-run accident on Phelan Road claimed the life of 65-year-old Cynthia Moss on Monday night. The incident occurred at approximately 7:44 PM on September 16, near Buttemere Road in Phelan, as reported by the California Highway Patrol.
According to officials, Moss was found in the traffic lanes but was unfortunately pronounced dead at the scene. It is believed she was using a walker while crossing the road when she was struck by a vehicle traveling eastbound.
Investigators have been examining the evidence from the crash site and suspect that the driver initially stopped on the right shoulder of the road. Witnesses reported seeing someone exit the car, remove Moss’s walker, and leave it before fleeing the scene.
Authorities are searching for the suspect, who is thought to have been driving a white 2009-2010 Kia Sportage SUV, likely with noticeable damage to the front right side.
On September 17, 2024, CHP officers identified 77-year-old Roosevelt Garrett of Hesperia when he attempted to report an accident in the area of the deadly incident. The Kia was seized as evidence, and Garrett was arrested and booked into the High Desert Detention Center on charges of felony hit and run and vehicular manslaughter.
