The Tehama County Sheriff’s Office has identified the woman killed in a crash on Tuesday as 22-year-old Ruth Kibbe from Chico. Andre Tucker, 43, also from Chico, has been charged in connection with the incident and was arraigned Thursday in Tehama County Superior Court. Tucker faces multiple felony charges, including gross vehicular manslaughter while intoxicated and driving under the influence causing injury, with special allegations of great bodily harm and multiple victims.
The California Highway Patrol reported that Tucker was driving a 1997 Ford Expedition southbound on SR-99 at high speed when he lost control and crossed into the northbound lanes. His vehicle first collided with a 2015 Honda Accord driven by 56-year-old Mirna Rodriguez from Gerber, who sustained minor injuries. Tucker’s vehicle then struck Kibbe’s 2012 Toyota Prius head-on, leading to her death at the scene. Authorities have confirmed that Kibbe was pregnant at the time.
Tucker was taken into custody and sent to Enloe Medical Center for evaluation before being booked into Tehama County Jail. Investigators believe alcohol and drugs played a role in the crash, and the roadway remained closed for several hours following the collision.
Tucker, who was denied bail, is scheduled to appear in court again on October 22 at 8:00 a.m. in Department One. He has been appointed a public defender, Chris Long, to represent him in the case.
