Indianapolis police have arrested Joshua D. Raine, 35, in connection with the death of 14-year-old Wilberto Rivera, who was struck while riding his bike on Cumberland Road. Raine is facing a charge of leaving the scene of an accident resulting in death.
Rivera was riding a neon-colored electric bike with friends walking alongside him when the incident occurred in the 1100 block of North Cumberland Road. The teen, a freshman at Victory College Prep, was on Fall Break and had just helped a friend get home when he was hit by a black Chrysler 300. According to police, the vehicle did not stop after the collision.
Surveillance footage showed the car braking after passing the teens, but it did not swerve or stop. Although the video quality was too poor to identify the vehicle clearly, police were able to recover several parts of the car, including a vanity plate, from the scene.
Using license plate readers, authorities traced the Chrysler 300 to a home located just half a mile from the crash site. After learning about the accident through media reports, Raine approached the police. He admitted that on October 10, while driving to work on the northwest side of Indianapolis with loud music playing, he felt an impact but assumed he had hit a deer. He noticed damage to his vehicle when he arrived at work but did not report the incident.
