**Fatal Wayne County shooting death of Gartrell**

An affidavit revealed that Gartrell was informed of his rights during questioning but declined to speak, citing panic as his reason for abandoning the rifle he was carrying. He was leasing accommodation from his parents on Lakewood Drive in the South Section.

In subsequent law enforcement interactions that same night, the initial 911 caller reported that her spouse was outside with a companion when the sounds of multiple shots were heard. Gartrell’s father, who was injured and bleeding, sought assistance by going to their home. The affidavit notes that the father informed his neighbors Gartrell had “mental health concerns.” Due to a lack of contact from him, the neighbors decided to investigate.

Upon hearing additional gunfire, the neighbors entered their residence. The first 911 caller stated, “We observed Lucas shoot a Hideout public safety officer, later identified as Jose Duran.”

The second 911 caller’s husband informed police that, following the gunshots, they saw Gartrell’s mother concealed behind a rock on their property. He stated he took up a weapon for self-defense and exited to check on the mother. The affidavit indicates that at this point, Gartrell was observed approaching with a rifle. The neighbor issued a warning about the weapon, and Gartrell then fled.

He and his wife brought the mother indoors, where she reported being shot in the shoulder and chest by her son. The affidavit states the victim informed them the attack occurred as they arrived at the house where Gartrell resided.

The second caller’s husband said he spotted a Hideout public safety officer approaching Lakewood Drive and attempted to signal them. The officer, however, “moved along Lakewood Drive towards Gartrell’s residence.” The neighbor then heard more shots and saw Gartrell escaping on a motorized bicycle.

Both parents were transported by air ambulance to Geisinger Community Medical Center for treatment.

Gartrell remains incarcerated at the Wayne County Correctional Facility, with bail denied. He appeared in court on Sunday before District Justice Jonathan Dunsinger, facing multiple felony charges, including criminal homicide and first-degree murder of a law enforcement officer, as Duran was in uniform with a marked vehicle. He also faces charges of attempted homicide and aggravated assault.

A statement from Wayne County District Attorney A.G. Howell’s office commended the law enforcement, EMS, Hideout security, and neighbors for their roles in assisting the victims and apprehending Gartrell, adding that the investigation continues and charges will be prosecuted.
