Fatal Portland shooting death of Bryan Velasco-Ruelas
The Portland Police Bureau has disclosed the identity of a man involved in a reported gun confrontation with law enforcement in the southeast region of the city earlier this month.
According to official reports from the PPB, the individual was identified as Bryan Velasco-Ruelas, a 30-year-old resident of Portland. The incident occurred on September 20, commencing shortly before 9 a.m. at a gas station situated on Southeast Foster Road and Southeast 84th Avenue. Upon arrival at the scene, police were notified that an individual had threatened a staff member but had departed prior to the officers’ arrival.
A man sustained injuries during a series of exchanges with police authorities on a Saturday morning, as confirmed by the Portland Police Bureau. Approximately half an hour later, the suspect, who was later identified as Velasco-Ruelas, was located at a Shell fuel station located near Southeast 122nd Avenue and Southeast Division Street. At that time, police initiated a high-risk vehicle stop, which resulted in a shootout with Velasco-Ruelas.
The suspect was struck by gunfire and subsequently transported to a medical facility, where medical professionals continue to monitor his condition. He remains under police supervision at the hospital. No law enforcement personnel were reported to be harmed during the encounter, and authorities recovered a firearm at the scene. Additionally, both a police squad vehicle and a civilian automobile sustained damage from stray bullets.
The incident involved two officers: Spencer Foster, who has been with the PPB for one year, and Sammy Smith Jr., with six years of service. Both officers are currently on administrative leave, which is standard procedure pending the completion of the ongoing investigation.
