Authorities reported that Sandra Phelps, a resident of Comanche, Oklahoma, was killed on Christmas Day after being struck by a stray bullet while sitting on her front porch with a child. The bullet originated from a neighbor’s yard during target practice.

Cody Wayne Adams, 33, was charged with first-degree manslaughter in connection with Phelps’ death. Deputies said Adams had recently purchased a .45-caliber handgun and was shooting at a can in his yard, located about half a mile from where Phelps was sitting. When questioned by authorities, Adams became visibly upset and tearful after learning he may have caused the fatal shooting.

Witnesses reported that Phelps exclaimed in pain before collapsing. Emergency responders pronounced her dead roughly 20 minutes after the sheriff’s office received the call. Adams was booked into the Stephens County jail and later released on a $100,000 bond, with a court order prohibiting contact with the victim’s family.

First-degree manslaughter in Oklahoma carries a potential sentence of up to life in prison when a death occurs without intent during the commission of a misdemeanor. Prosecutors allege that Adams’ use of the firearm demonstrated a conscious disregard for the safety of others, a misdemeanor offense under state law. Adams is scheduled to appear in court on February 25.
