Omar Dominguez Gavilan, a 28-year-old from Buffalo, Minnesota, was shot and killed by an on-duty court security officer at Lawrence City Hall on Monday morning.
According to the Lawrence Kansas Police Department, Gavilan had been traveling through Kansas on a Greyhound bus and was removed from a Kansas Turnpike Authority service station on I-70 Sunday evening due to erratic behavior. The Kansas Highway Patrol transported him to the Amtrak station in Lawrence, and he had no contact with local police prior to Monday.
Shortly before 8 a.m., Gavilan entered City Hall through a locked back door and made his way to the fourth floor, breaking a window to access the office area. Employees identified him as an intruder, and a court security officer confronted him, instructing him to comply. Gavilan did not follow instructions and engaged in a physical altercation with the officer.
Police stated that details of the struggle are being withheld until the investigation concludes. Detectives plan to submit a full report to the Douglas County District Attorney’s Office within 2–3 weeks. The court security officer involved has been placed on administrative leave, in accordance with standard procedures, as the investigation continues.
