Fatal Burlington bar shooting death of Janea Elizabeth Osier – Obituary

BURLINGTON, IA — Janea Elizabeth Osier, 19, of Mount Pleasant, died after being shot inside Chavy’s Bar and Grill in Burlington late Saturday night, according to the Burlington Police Department. Officers responded to the bar on Agency Street around 11:20 p.m. on March 7 following reports that someone had been shot. Osier was transported to a nearby hospital, where she later died from her injuries.

 

Authorities said the shooting occurred during a fight involving several people inside the bar. Investigators allege that Kaysean A. Rice, 22, of Mount Pleasant, fired the shot during the altercation. Witnesses at the scene identified Rice as the shooter, and police say Osier also named him before she died.

 

Rice was later located and arrested by Mount Pleasant police. He faces multiple charges, including second-degree murder, reckless use of a firearm, and intimidation with a dangerous weapon. Police say Rice told investigators he fired a warning shot during the confrontation and was not aiming at anyone.

 

Video evidence from the bar reportedly shows a large group fighting before Rice is seen holding a firearm and discharging a shot. Authorities say the incident appears to be isolated, and no ongoing threat to the public has been reported as the investigation continues.
