Fatal Fairfax County pedestrian accident death of Giomarie Davila-Ocasio – Obituary

Authorities suspect that alcohol and drugs may have contributed to two separate vehicle collisions that resulted in the deaths of two pedestrians in Fairfax County this past Saturday, July 20.

The Fairfax County Police Department has identified 26-year-old Giomarie Davila-Ocasio from Reston as the victim of a fatal accident in the Great Falls area along Route 7 (Leesburg Pike). Reports indicate that Davila-Ocasio might have been under the influence of alcohol when she ventured into the westbound lanes of Leesburg Pike near Downey Drive in the early hours of Sunday.

According to police, a 2016 Ford Explorer traveling westbound struck Davila-Ocasio. Emergency responders arrived at the scene around 3:43 a.m., but she was pronounced dead at the location. The driver of the Ford initially fled but later returned. While alcohol does not appear to be a factor for the driver, investigators are looking into whether speed might have played a role in the accident.

In a separate incident later that evening, around 10:35 p.m., a 2017 Jeep Cherokee allegedly hit a pedestrian on Lorton Road near Timarand Drive. Jamar Caper, 35, from Alexandria, was crossing the road when he was struck. He sustained severe injuries and was transported to the hospital, where he later succumbed to his injuries.

The driver of the Jeep, a 17-year-old, has been arrested and charged with driving under the influence of drugs after investigators found that narcotics might have been involved. The teen was taken to the Fairfax County Juvenile Detention Center and was later released to their parents. Speed is also being reviewed as a possible factor in this crash.

Despite pedestrian crosswalks being present at the Lorton Road and Timarand Drive intersection, they are not clearly marked. The fatalities of Davila-Ocasio and Caper bring the county’s pedestrian death toll for 2024 to ten. The Virginia Department of Motor Vehicles data includes six fatalities but does not yet account for incidents from June or July.

In addition to these Saturday incidents, a pedestrian was killed by a minivan on I-95 on July 18, and a woman died in a crash on Braddock Road in Centreville on June 24, which also seriously injured her partner.
