Fatal Long Beach hit-and-run crash death of Theodore Banks – Obituary
The Los Angeles County Department of Medical Examiner has identified Theodore Banks, a 51-year-old man, as the victim of a tragic hit-and-run accident in Long Beach. The incident, which also left a woman critically injured, occurred on Friday evening.
According to the Long Beach Police Department, 34-year-old Guillermo Penaloza of Long Beach was seen driving a Chevrolet Suburban by officers who were conducting routine patrols before the crash. During their patrol, the officers briefly interacted with Penaloza before he sped away from the area.
Moments later, officers were called to a collision involving two vehicles at 14th Street and Cherry Avenue. Penaloza, traveling at high speed on 14th Street, ran a red light and collided with a southbound four-door Saturn. The driver of the Saturn, Theodore Banks, was transported to the hospital where he later succumbed to his injuries.
The passenger in Banks’ vehicle, a woman whose identity remains unknown, was rushed to the hospital and is in critical condition.
Following the crash, Penaloza fled the scene on foot. Authorities set up a perimeter and deployed SWAT resources. After nearly two hours and forty minutes, officers apprehended Penaloza.
