Fatal St. Louis County hit-and-run death of Leo Anderson – Obituary

Charges have been brought in connection with a pedestrian hit-and-run incident that occurred in July 2023, resulting in the death of a man walking his dog in St. Louis County. On Wednesday, Terry Parmley was charged with first-degree involuntary manslaughter and leaving the scene of a fatal accident by the St. Louis County Prosecutor’s Office.

 

The tragic event unfolded on July 29, 2023, when St. Louis County Police were dispatched to the 2400 block of Ashby Road after receiving reports of a pedestrian being struck by a vehicle. Upon arrival, they discovered a man and his dog had been hit. The dog was pronounced dead at the scene, while the man, later identified as 57-year-old Leo Anderson, succumbed to his injuries at a nearby hospital.

 

According to the probable cause statement from the St. Louis County Police, Parmley was traveling south on Ashby Road when he veered off the road, struck Anderson and his dog, and then continued onto a grassy area. Parmley fled the scene, and his vehicle was located later that day about a mile away at the 10900 block of North Warson Road.

 

Evidence collected included blood on the windshield matching Anderson’s and hair consistent with Anderson’s dog found on the vehicle. Additionally, DNA linked to Parmley was found on the steering wheel. A warrant has been issued for Parmley’s arrest, but jail records do not show he is currently in custody.
