Authorities have identified the woman who was tragically shot in the Lowertown neighborhood of St. Paul as 66-year-old Carrie Kwok. She was reportedly working on an art project when the shooting occurred on Wednesday. Police have indicated that the attack on Kwok appeared to be a random act of violence.
St. Paul Police Chief Axel Henry expressed his shock at the incident, stating, “A random act performed in a manner like that is something I’ve never seen anything like that, even in a movie. It is awful.”
Police were called to the 200 block of Kellogg Boulevard East after reports of gunfire, where they discovered Kwok suffering from apparent gunshot wounds. Sadly, she was pronounced dead at the scene.
The suspect fled the area, but police were able to track him to a location in Belle Plaine. Early the next morning, the suspect was seen leaving the residence armed with a firearm. During an encounter with police, two St. Paul officers fired at him. He was subsequently airlifted to Hennepin County Medical Center, where he later succumbed to his injuries. The Minnesota Bureau of Criminal Apprehension is now looking into this incident involving the use of force, but the identity of the suspect has yet to be revealed.
The Lowertown Lofts Art Cooperative confirmed that Kwok was a member of their group, and she was engaged in artistic work in the alley at the time of her death. In the aftermath of the shooting, a memorial of flowers appeared on a nearby mural, cordoned off with caution tape.
St. Paul Mayor Melvin Carter commented on the loss, stating, “All she was trying to do is give us an even more beautiful and enjoyable and peaceful community.”
Residents in the Lowertown area expressed concerns about safety following the incident. One neighbor, Lynn Murphy, reflected on the increased dangers in the neighborhood, citing personal experiences of assaults in the past year. Others remembered Kwok fondly as a vibrant person dedicated to improving the lives of those around her, highlighting her intent behind the mural project she was working on.
