The incident began with a traffic stop near 31st Street and Ames Avenue. Phipps exited his vehicle, ignored police commands, and fled. During the chase, he reportedly drew a handgun, prompting one officer to shoot him. Phipps was transported to Nebraska Medical Center, where he later died. The officer involved has been placed on administrative leave, and video footage from body-worn cameras and area surveillance is being reviewed as part of the investigation.
