Todd Osborne, a 48-year-old resident of Desert Hot Springs, has been identified as the victim of a tragic hit-and-run incident that occurred on Sunday. He was walking on the right shoulder of northbound Palm Drive when an unidentified vehicle veered onto the shoulder and struck him, as reported by California Highway Patrol Officer David Torres. The accident took place near the shuttered Desert Dunes golf course, south of Beacon Drive. After the collision, the driver fled the scene, and Osborne was pronounced dead shortly thereafter. Authorities are appealing to the public for assistance in locating the driver, as the exact time of the incident remains unclear.
